Preface 
 
The industrial landscape of Kerala has been a key driver of economic 
development, contributing significantly to the employment generation and state's 
domestic product. Kerala has recorded an overall economic growth rate of 6.6 % in 
the financial year 2021-â22. The achievement of the manufacturing sector is even 
more impressive, recording a growth rate of 7.25% whereas 11.1% at the national 
level. The state Governmentâs past industrial policies have helped the industrial 
growth of the state to some extent especially in the field of IT sector, Electronics 
industries and Tourism sector. 
The government relies on accurate and reliable data regarding industrial 
statistics to formulate programmes and appropriate policies in the industrial sector. 
The Index of Industrial Production (IIP) stands out as a key indicator for short-term 
economic development, providing insights into the behavioral patterns of industrial 
production over a specific timeframe relative to a selected base year. The 
Department of Economics and Statistics regularly calculates the index on a 
monthly and quarterly basis. 
The publication titled Report on Index of Industrial Production in 
Kerala, 2015-â16 to 2022-â23 is a compendium of Index of Industrial Production 
on monthly, quarterly, and yearly basis, covering the period from 2015-â16 to 
2022-â23 through an analytical perspective. It includes monthly indices categorized 
by the 2008 National Industrial Classification (NIC) codes for two digits & three 
digits adhering to the guidelines of the Central Statistics Office (CSO). The report 
also includes comparison of state level indices and the corresponding growth rates 
with that of the national level.

Highlights 
 
Index of Industrial Production (IIP) serves as a vital indicator of the industrial 
performance and economic health of a region. This report provides an in-depth 
analysis of IIP in Kerala from the fiscal year 2015-â16 to 2022-â23, with the base 
year as 2011-â12. The report delves into key trends, challenges, and notable events 
influencing industrial production during this period. 
Key Findings 
The economy experienced a cyclical nature of expansion and contraction 
across industrial sectors during the period from 2015-â16 to 2022-â23. This pattern 
aligns with the theory of business cycle. The business cycle theory posits that 
economies go through alternating periods of expansion (growth) and contraction 
(decline) in economic activity, typically characterized by fluctuations in output, 
employment, and other economic indicators. Industrial production indices observed 
in this report fluctuate over time in response to economic conditions, policy 
interventions, and external factors, thereby supporting the theory's premise of 
recurring economic cycles.  
Expansion (2015-â16 to 2018-â19): 
ï· The period from 2015-â16 to 2018-â19 was characterized by an expansion 
phase. During this time, indices across sectors experienced robust growth 
rates. 
ï· Manufacturing and mining sectors showed significant increases, driven by 
increased production, consumer demand, and favorable economic conditions. 
ï· The electricity sector also expanded, supported by improved infrastructure 
and favorable weather conditions enhancing production capacity. 
Peak (2018-â19): 
ï· The peak phases in 2018-â19 marked the highest points in the indices before 
entering a phase of slowdown. 
ï· Manufacturing reached its highest index, reflecting peak production levels 
and economic activity. 
ï· The mining and quarrying sectors also peaked, benefiting from increased 
demand and operational efficiencies. 
ï· Electricity production saw its highest output, supported by optimal weather 
conditions and enhanced operational capabilities.

Contraction (2019-â20 to 2020-â21): 
ï· From 2019-â20 onwards, the economy entered a contraction phase due to 
external shocks and crises. 
ï· Factors like Kerala floods, and the COVID-19 pandemic disrupted economic 
activities across sectors. 
ï· Manufacturing and mining sectors faced downturns, leading to reduced 
production, disrupted supply chains, and decreased indices. 
ï· The electricity sector also experienced declines, influenced by operational 
challenges during crises and adverse weather conditions. 
Trough (2020- â21 to 2021- â22): 
ï· The trough phase from 2020-â21 to 2021-â22 represented the lowest points in 
the indices, reflecting economic lows post-crisis. 
ï· Recovery efforts began, marked by government interventions, stimulus 
measures, and adaptive strategies across sectors. 
ï· Manufacturing, mining, and electricity sectors started to stabilize and recover, 
albeit at varying paces and degrees. 
Recovery (2021- â22 to 2022- â23): 
ï· The recovery phase from 2021-â22 onwards showed signs of improvement and 
stabilization across sectors. 
ï· Manufacturing and mining sectors showed positive growth rates, indicating 
adaptive strategies and sector-specific recoveries. 
ï· The electricity sector also rebounded, benefiting from improved weather 
conditions and enhanced operational efficiencies. 
Manufacturing sector 
ï· The analysis demonstrates the sector's capacity to withstand challenges and 
recover from difficult periods, including months affected by floods and the 
initial stage of the COVID-19 pandemic. 
ï· During the Q2 of 2018-â19, there is a noteworthy decline in growth (-15.8%), 
likely influenced by the impact of floods in August 2018. However, a 
subsequent recovery is evident in the Q3 and Q4 of 2018-â19 (9.2% and 2.1%, 
respectively). 
ï· The first quarter of 2020-â21 witnessed a significant decline (-39.4%), 
indicative of the impact of the COVID-19 pandemic and associated lockdowns.

Subsequent quarters [2020-â21 (Q2), (Q3), and (Q4)] exhibited a recovery, 
marked by positive growth rates, signifying adaptation to pandemic conditions. 
However, in 2021-â22 (Q1), another decline is noted (-27.0%), suggesting 
persistent challenges or effects of the second wave of the COVID-19 pandemic 
and associated lockdowns. 
ï· The production data for each month indicates that in April, there's often a 
decrease in production because the factories need to manage their stock after 
the financial year ends. 
Mining & Quarrying Sector 
ï· In the first quarter of 2020-â21, there was a decline (-10.8%), likely influenced 
by the initial phase of the COVID-19 pandemic and associated lockdowns. 
However, subsequent quarters (Q2, Q3, and Q4) exhibited recovery with 
notable growth rates, indicating adaptation to pandemic conditions. The first 
quarter of 2021-â22 witnessed another decline (-9.1%), suggesting persistent 
challenges or effects of the second wave of the COVID-19 pandemic and 
associated lockdowns. 
Electricity Sector 
ï· The electricity sector usually has higher production in its base year compared to 
other years. This consistently keeps the electricity sector index below 100 in 
consecutive years, thereby affecting the general index. 
ï· The period of 2016-2017 witnessed a drastic decline, attributed primarily to the 
severe drought conditions experienced during that year. 
ï· Flood Year (2018-â19): The Electricity sector may have experienced disruption 
during the floods, leading to a recovery in the following quarter. The 
subsequent decline could be related to persistent challenges or infrastructure 
issues. 
ï· COVID Year (2020-â21): The initial decline and subsequent recovery in the 
Electricity sector correlate with the timing and dynamics of the COVID-19 
pandemic.

Introduction to Index of Industrial Production 
 
 State level performance of the economy is analyzed by computing different 
macroeconomic state level indicators like Gross State Domestic Product, Net State 
Domestic Product, Per capita, Fiscal deficit, Revenue deficit, Primary deficit etc. 
These estimates are prepared by using the concept & methodology adopted by CSO & 
SNA 2008. Gross State Value Added (GSVA) is an economic metric used to measure 
the contribution of various sectors to the overall economy of a specific state or region 
during a specified period. In parallel, the Index of Industrial Production (IIP) plays a 
pivotal role as a crucial economic indicator, specifically measuring the performance of 
the industrial sector, encompassing manufacturing, mining & quarrying, and 
electricity. It stands out as a widely recognized and frequently utilized economic 
indicator for assessing industrial performance across distinct time frames within the 
same span of time. 
 The Department of Economics and Statistics has been consistently compiling the 
Index of Industrial Production (IIP) in adherence to CSO guidelines. This index gauges 
the influence of advancements in the industrial sector over time within the state, 
relative to a fixed base year.  
1.1 Coverage 
IIP compiled in India adheres to the guidelines provided by the Statistics Division 
of the United Nations (UNSD), formerly the United Nations Statistical Office, serves 
under the United Nations Department of Economic and Social Affairs (DESA). 
According to UNSD recommendations, the major divisions of the International 
Standard of Industrial Classification (ISIC) include 'mining & quarrying' and 
'manufacturing', and within the public utilities division, it suggests the inclusion of the 
major group 'electricity'. Historically, the Index has focused exclusively on the

production within the Manufacturing, Mining & Quarrying, and Electricity sectors in 
the State. 
1.2 Base Year 
IIP serves as a concise gauge, assessing fluctuations in the volume of industrial 
production for a representative selection of industrial products during a specific 
timeframe, in relation to a chosen base period. The IIP assigns a value of 100 to the 
base period, and for the study period, it indicates the percentage increase or decrease 
relative to the base period. To better reflect the evolving nature of the industrial sector, 
the base year of the IIP undergoes periodic revisions, involving updates to the item 
basket and revisions to the weighting diagram. Since its initiation in India, the base 
year initially adopted was 1937, and it has undergone successive revisions in 1946, 
1951, 1956, 1960, 1970, 1980-81, 1993-94, 2004-05, and 2011-12. 
To uphold synchronization and comparability with the all-India level series, it has 
been a common practice to update the base year of the Kerala state IIP whenever the 
CSO revises the all-India level base year. Consequently, the base year of the Kerala 
state for which the IIP has been compiling is, 2011-12. 
1.3 Weighting Diagram 
The diverse significance of various economic activities necessitates a reflection of 
these differentials when gauging the overall performance of the industrial sector. To 
accomplish this, each item within the basket is assigned an appropriate weight. 
Typically, these weights are determined based on the gross value added (GVA) from 
the respective industrial activity. This weighting mechanism ensures a more nuanced 
and representative assessment of the entire performance of the industrial sector. The 
diagram below illustrates the breakdown of components within the Index of Industrial 
Production (IIP) by sector.

Total weight, which is taken as 1000, was apportioned first to three industrial 
sectors, i.e., Manufacturing, Mining& Quarrying and Electricity.  The sectoral weight 
of the manufacturing sector was then allocated to its 2- & 3-digit industry groups in 
proportion to their GVA figures.  Finally, the weight allocation at item level has been 
done in proportion to item-wise GVO. In the case of the mining & quarrying sector the 
total weight of the sector was apportioned to the items included in the item basket in 
proportion to their value of output furnished by IBM.

1.4 Compilation Procedure 
      The IIP is typically calculated as the weighted average of production relatives 
for all industrial activities. The computation employs Laspeyres' fixed-base formula, 
expressed mathematically as follows:

1.5 Building IIP from the Lower Stage 
Building the Index of Industrial Production (IIP) involves a multi-step process 
of collecting and compiling data from different sectors. This includes gathering 
information on the production output of various industries, factories, and 
manufacturing processes. The data collection process typically begins at the lower 
stages of production, such as raw material extraction, processing, and manufacturing 
of intermediate goods. This may involve collecting information from mines, quarries, 
and primary manufacturing facilities. The diagram below illustrates the sequential 
steps involved in the compilation of the IIP.

1.5.1 Manufacturing Sector 
The process of compiling the IIP starts with collecting production data related to 
items in the manufacturing sector. These basic production data are subsequently 
aggregated, employing weights, to generate data for the 3-digit class (NIC). The higher 
levels of the IIP, beyond the 3-digit class, are then created by amalgamating the lower 
levels with the application of weights.  
1.5.2 Mining and Quarrying sector 
Building the Index of Industrial Production (IIP) in mining and quarrying involves 
gathering data specifically related to the production output of these sectors. The data 
collection process may include obtaining statistics on the quantity and value of 
minerals extracted, as well as information on the types of minerals being mined and 
quarried. This data is often collected from government agencies, industry reports, and 
surveys conducted among mining and quarrying companies. 
1.5.3 Electricity sector 
Building the Index of Industrial Production (IIP) in the electricity sector involves 
collecting and analyzing data related to electricity generation. IIP in the electricity 
sector involves a systematic process of data collection, index calculation, and analysis 
to track changes in electricity production over time 
1.6 Source of Data 
The monthly production data required for compiling the State-level IIP are sourced 
from the Indian Bureau of Mines (IBM), Nagpur, for the 'mining & quarrying' sector 
and from the Central Electricity Authority for the 'electricity' sector. In the case of the 
'manufacturing' sector, following the finalization of the item basket (comprising 
selected item groups and specific items within each group), a detailed list of factories, 
along with their production in the base year, is prepared from the factories surveyed as 
part of the Annual Survey of Industries (ASI) in 2011-â12.

We gather production data for the manufacturing sector, covering 134 items, from 
a selected group of 190 registered manufacturing units monthly. The department 
acquires monthly production information directly from these units, facilitated by the 
Deputy Director's office in each district. Regarding the mining sector, the essential 
production data required for regular compilation of the index is provided by the Indian 
Bureau of Mines (IBM) in Nagpur. Starting from January 2016, this data is accessible 
on the IBM website at https://ibm.gov.in/IBMPortal/. For the electricity sector, the 
required data can be accessed from the National Power Portal website at 
https://npp.gov.in/monthlyGenerationReportsAct.

111.8) and September 2019 (from 162.91 to 130.39). The influence of flooding is 
evident during these months, followed by a recovery in the subsequent months.
