Preface	 	
 
 	 
The 5	th Economic Census brought out data on number of enterprises 	
and  persons  usually  working  in  respect  of  all  different  sections  of  the 
economy.    The  Dep	artment  of  Economics  and  Statistics  as  directed  by 	
Government of Kerala made an earnest attempt to collect more information 
from  these  enterprises  by  using  a  separate  schedule  outside  the  scope  and 
coverage of the usual census work. The main objective was 	to highlight the 	
intrinsic  characteristic  features  of  these  enterprises  existing  in  the  state  of 
Kerala.  The  survey  was  carried  out  to  study  the  details  like  year  wise 
functioning  of  enterprises  in  the  state,  character  of  enterprises  like  owned 
or  leased  i	n,  the  details  of  credit  cards  under  possession,  details  of  loans 	
availed from different institutions, details of grants and subsidies received, 
details  of  machines  purchased  and  purchase  of  raw  materials,  enterprise 
wise  investment  pattern  and  the  main  pr	oblems  faced  by  these  enterprises. 	
The report gives details of these subjects and I hope this will cater the need 
of planners interested in the study of enterprise sector in the state ofKerala.

preparation  of  this  report  and  invite  valuable  suggestions  for  improving

Highlights	 	
 	
 	Only 2.47% of the enterprises are government owned.	 	
 	The  units  started  before  independence  constitute  only1%  of  the  existing

agencies.	 	
 	The  percentag	e  of  fully  or  partly  rented  out  enterprises  in  the  state  is 	
20.86%.	 	
 	49.62%  of  the  investment  was  made  in  acquiring  land  for  setting  up 
enterprises.	 	
 	79.96% of the enterprises purchase their raw materials from local market.	 	
 	The percentage of enterprise runni	ng without any problems is 35.93.	 	
 	58.53%  of  the  enterprises  are  not  facing  any  problem  pertaining  to 
market.

Introduction 
 
The  5th
  Economic  Census  was  carried  out  in  Kerala  in the year 2005 as a pa rt 
of  All  India  Census.  As  directed  by  the  Government  of  Kerala  the  De partment  of 
Economics  And  Statistics  made  an  attempt  to  collect  some  more  i nformation  from 
enterprises  outside  the  scope  and  coverage  included  in  the  5 th
  Economic  Census.  A 
separate schedule was designed and used to collect information along w ith the census 
work.  
    It  is  a  fact  that  the  Economic  Census  does  not  cover  the  entire  cha racteristic 
feature  of  an  enterprise.    It  was  on  this  context,  an  attempt  was   made  in  the  State  of 
Kerala  to  study  more  characteristic  features  of  the  existing   enterprises.  The  schedule 
designed  was  intended  to  collect  information  like  ownership,  year  of  st arting, 
character  of  enterprises  like  owned  or  leased  in,  the  details  of  c redit  cards,  financial 
structure,  loan  availed  from  various  institutions/subsidy/grant  availed,  the  pattern  of 
investment, source of raw materials, problems involved in managing ente rprises, type 
of marketing and place of marketing. 
      The  survey  was  extremely  helpful  to  study  the  financial  structure   of 
enterprises and problems involved in the management of enterprises functioning  in the 
state of Kerala.  The report gives a bird’s eye view to the financi al support extended to 
the  enterprises  by  the  Government  agencies  and  other  financial  insti tutions.  The 
problems for procuring raw materials and the scarcity of raw ma terials are also seen in 
the  report.  The  scope  of  study  was  to  highlight  the  bottlenecks  to  operat e  new 
enterprises in the state of Kerala. 
    The  report  is  extremely  helpful  to  unearth  certain  intrinsic  proble ms  in  the 
enterprise sector of Kerala and highlight the steps to be taken to  remove these hurdles 
confronted by the entrepreneurs.

Chapter 2 
Result of the Study 
  This  report  is  prepared  on  the  basis  of  the  additional  information  colle cted 
using  with  separate  schedule  along  with  the  fifth  economic  census.  The   survey  was 
conducted  to  study  the  different  aspects  of  the  enterprises  like  mar keting,  ownership, 
financial  assistance  received  etc.  The  sector  wise  –Rural  and  U rban_  details  were 
collected. A brief report on this additional information collected is given below.    
Ownership  According  to  the  survey  there  are  about  28.36  lakhs  of  enterprises  among 
which  74.89%  are  in  rural  area  and  remaining  in  urban  area.  Out  of  these   total 
enterprises  in  Kerala  about  2.47%  of  the  enterprises  are  government  ow ned  and  the 
remaining are in private sector. Ernakulam district stands top acc ording to the number 
of  enterprises  and  Wayanad  is  at  the  bottom.  But  it  is  to  be  noticed  that 
Thiruvananthapuram  district  tops  according  to  the  number  of  government  owned  
enterprises. As far as the number of enterprises in rural area  is concerned Kollam is at 
the top, in both government owned and private sector.

An  attempt  was  made  to  collect  the  year  wise  functioning  of  the  enterprises. 
Among all existing enterprises in Kerala about 81.93% of the enterpri ses were started 
after  1991.  The  survey  reveals  that  only  1%  of  the  existing  units  sta rted  before  1947. 
By  observing  the  details,  it  is  clear  that  there  was  an  increa se  in  the  number  of 
enterprises  establishing  in  each  decades  after  1961.  After  2000,  Ernakula m  district  is 
at the top according to the number of enterprises established.

Out  of  the  total  2836249  enterprise  in  Kerala  about  73.66%  of  the  enterprises  
are  established  through  self-employment.  About  3.2%  are  inherited,  1.50%  of  t he 
enterprises are leased and others are established through other different sources . 
    
Credit cards  Very  small  portion  of  the  enterprises  are  holding  credit  cards.  About   1.7%  of 
the total enterprises have different credit cards. Out of these e nterprises about 13.10% 
of  the  enterprises  have  credit  cards  of  Kissan,  8.2%  have  credit  car ds  of  Swarosgar, 
31.44% have credit cards of different banks and the remaining enterprises  have credit 
cards of other agencies. The percentage of enterprises having credi t cards in rural area 
is 1.68% and that in the urban area is 1.75%.

In  every  study  pertaining  to  the  enterprises  sector  the  researche rs  are  curious 
about  the  women  participation  in  the  sector.  This  survey  also  collecte d  the  details  of 
enterprises  organized  by  a  woman  or  a  group  of  women.  In  Kerala  about  20.40%   of 
the enterprises are women units. The percentage of women units in rur al area is 22.19 
and  that  in  the  urban  area  is  15.08%.  The  percentage  of  women  units  is  hig h  in 
Kasaragod  and  Alappuzha  district  with  35.83%  and  35.22%  respectively.  Idukki  
district is at the bottom according to the percentage of women units.

Majority of the enterprises are set up with their own finance. About  66.16% of 
the  enterprises  are  established  in  this  way.  About  8.22%  of  the  enterpr ises  are 
established  by  availing  loans  from  different  institutions.  Only  0.6%  of  the enterprises 
are established with the grant or subsidy received from different institutions.

Details of Loan taken from different agencies 
The  enterprises  surveyed  have  availed  loans  from  different  banks  or 
institutions  or  agencies  for  establishing  or  for  the  smooth  functioning  of  the 
enterprises.  The  survey  collected  details  on  the  number  of  enterprise s  those  availed 
loan from different institutions and the amount of loans.     
About  92.03%  of  the  enterprises  in  Kerala  have  not  availed  loans  from  any 
institutions.  Among  those  have  availed  loans,  majority  of  the  enterprise s  have 
depended banks for loans. The percentage of number of enterprises those have  availed 
loans from different institutions are furnished in the following table.

Grant /subsidy Received by Enterprises 
A very small portion of the total enterprises in Kerala gets f inancial assistance 
in  the  form  of  grant  or  subsidy.  About  98.78%  of  the  enterprises  are  not  ge tting  any 
subsidy  or  grant  from  different  institutions.  Some  of  the  enterprises   get  grants  or 
subsidy  from  different  institutions  like  banks,  SC/ST,  Kudumbasree,  LSG  OT, 
Government institutions, KFC, NBFC etc.   The  amount  of  grant  or  subsidy  received  is  higher  in  urban  area  than  in  rural 
area.  Also  Alappuzha  district  is  at  the  top  according  to  the  total  amount  grant  or 
subsidy received and Kasaragod district is at the bottom in this case. 
The enterprises are also receiving financial help from different  agencies in the 
form  of  machineries,  raw  materials  and  other  assistances.  But  t he  number  of 
enterprises gets this assistance is not too much. Only 0.45% of the tota l enterprises got 
machineries  from  different  agencies.  Among  those  get  this  type  of   assistance;  about 
68.48%  is  from  different  banks.  Other  agencies  like  Kudumbasree,  other  gove rnment 
etc  contributes  a  little  in  this  type  of  assistance.  About  0.40%  of  t he  total  enterprises 
in  Kerala  received  assistance  in  the  form  of  raw  materials.  In  this  group,  majority  of 
the enterprises got assistance from different banks. About 0.97% of the  enterprises got 
other  assistance  from  different  agencies.  The  percentages  of  am ounts  received  from 
different  agencies  with  respect  to  the  above  assistances  are  g iven  in  the  following 
table.

Rent Details 
About  20.86%  of  the  enterprises  in  Kerala  are  fully  or  partly  rented.  About 
10872.35  crores  is  spent  by  the  enterprises  as  rent.  The  percentage  of  r ented 
enterprises  in  rural  area  is  17.33%  and  that  in  the  urban  area  is  31.40%.  The  average 
annual rent per enterprise in Kerala is about Rs. 183730.

Investment         
In  establishing  an  enterprise  an  entrepreneur  has  to  invest  in  differ ent  factors 
like  land,  machinery,  raw materials, infrastructure etc. The surve y collected details of 
category wise investment of non-rented enterprises.

The  study  reveals  that  about  49.62%  of  the  total  investment  is  for  land,  a bout 
13.95%  used  to  set  up  machinery,  14.75%  used  for  purchasing  raw  materials,  5.3%  
used for infrastructure development and 16.38% used for other purposes.

Majority  of  the  enterprises  depend  the  local  market  for  the  availa bility  of  raw 
materials.  About  79.96%  of  the  enterprises  in  Kerala  purchases  raw  m aterial  from 
local  market.  About  9.77%  depend  nearest  city  for  raw  materials.  For  7.49%  of  the 
enterprises,  the  required  raw  materials  are  available  in  the  na tive  districts  and  about 
2%  of  the  enterprises  collect  their  raw  materials  from  diffe rent  areas  of  the  state. 
Some of the enterprises depend  different areas of the country and some  are importing 
raw materials from other countries.

Majority  of  the  enterprises  faces  some  problems  in  the  smooth  running   of  the 
unit. About 35.93% of the enterprises revealed that they are not facing a ny problem in 
the  smooth  running  of  the  unit.  The  survey  gives  details  of  enterprises  those  faces 
different problems. The following table gives the percentage of number  of enterprises 
facing different problems.

The  enterprises  are  also  facing  different  problems  in  marketing.  Some  of  the 
main  problems  are  cash  credit,  quality,  price,  publicity  etc.  But  ma jority  of  the 
enterprises  (58.53%)  opined  that  they  are  not  facing  any  problems.  See  t he  following

Types of marketing   
Majority  of  the  enterprises  are  marketing  their  products  or  servi ces  to  the 
consumers  directly.  The  enterprises  adopted  different  methods  for  mar keting  such  as 
through  commission  agents,  partly  direct  to  consumers,  to  whole  seller s,  to  retailers 
export  and  the  combination  of  two  or  more  of  the  above.  The  percentages  of  the 
number of enterprises those are marketing through different methods are given below.

Conclusion 
  The  conduct  of  5 th
  Economic  Census  was  carried  out  in  the  state  in  line  with 
all India Census under the guidance and directions stipulated by the Cent ral Statistical 
Organization.  But  in  the  state  of  Kerala,  with  a  view  to  study  var ious  characteristic 
features  of  enterprises,  a  separate  schedule  was  used  to  elicit   more  information  from 
the  enterprises  along  with  usual  schedules  used  for  conducting  Economic  C ensus.  
The  Economic  Census  data  give  general  details  of  enterprises  like   Rural-Urban, 
Agriculture-Non-agriculture  and  the  Number  of  employment  (Male/Fem ale/Children) 
etc.  But  more  information  was  required  to  study  the  characteristic   features  of  the 
enterprises and a separate schedule for collecting more informati on was used with the 
5 th
 Economic Census. 
  
The  survey  threw  light  on  various  features  of  the  enterprises  in  the   state  of 
Kerala.  The survey reveals that the share of Government owned enter prises constitute 
only  2.47%  in  the  state  and  the  study  pinpoints  the  need  for  starting  more  enterprises 
under  Government  ownership  and  guidance.  Taking  into  account,  the  year  wise 
commencement  of  new  enterprises  it  shows  that  the  percentage  incr ease  noticed  in 
every  year  is  promising  and  during  the  last  decade  the  growth  regi stered  is  a  true 
indicator of the Economic growth of the state.    
Taking  into  account  the  inherited  (3.2%)  and  leased  (1.50%)    status  of  the 
enterprises,  we  may  conclude  that  lion  share  of  the  upcoming  units  are   owned  by  the 
entrepreneurs as their own ventures and it shows the entrepreneurial t alent of the new 
generation. 
  
The  survey  also  unearth  the  role  of  banking  sector  in  setting  up  new 
enterprises  and  extending  helping  hand  to  new  entrepreneurs  in  the  day  to  day 
activities  of  the  enterprises  in  the  new  economic  scenario  of  the  state  and  it  is  not  at 
all heartening to see that the role of banking sector is insignifi cant in contributing the 
enterprise  sector  in  the  state.    This  is  evident  from  the  fact  that  only  1.7%  of  the 
enterprises  have  different  type  of  credit  cards,  66.16%  of  the  enterpri ses  were

constituted  with  own  fund  and  92%  of  enterprises  have  not  availed  loan  from  a
ny 
financial institutions. 
  
It is also a fact that the Government is spending huge amounts as s ubsidies for 
setting  up  new  industries  either  lending  the  amount  directly  or  by  re leasing  the 
amount  in  connection  with  the  implementation  of  self-employment  schemes   in  the 
state. But the study reveals that  99% of the existing enterprises  have not received any 
grant  or  subsidy  from  the  government  and  it  underline  the  need  for  revisi ng  the 
policies  in  sanctioning  grant  to  enterprises  at  grass  root  level.  It  is  also  a fact that the 
Government  has  constituted  agencies  to  provide  machineries  to  upcoming  indus tries 
to  save  the  entrepreneurs  from  the  exploitation  of  intermediaries.  B ut  the 
arrangements  have  not  yielded  any  result  since  the  study  reveals  t hat  only  0.45%  of 
the total enterprises received machineries from various agencies.    
The  study  also  aimed  to  examine  the  percentage  of  rented  enterpris es  in  the 
state  and  it  is  found  that  only  20.86%  of  the  units  in  the  state  are  re nted  and  the 
remaining  units  are  owned  by  the  entrepreneurs.    The  study  also  made  a n  attempt  to 
bring  out  the  investment  structure  of  the  enterprises.    Since  land  is   very  scarce  in  the 
state  the  study  reveals  that  49.62%  of  the  investment  was  made  in  ac quiring  land  for 
setting  up  enterprises  in  the  state.  It  also  shows  that  the  main  bottleneck  for  new 
investment in the state is high cost of land and non availability of g overnment land in 
setting up units in the state. 
    
The  survey  also  made  an  attempt  to  throw  light  on  raw  material  c onsumption 
of units in the state and result shows that 79.96% of the enterprises pur chase their raw 
materials  from  local  market.  The  problems  for  purchasing  raw  mat erials  to  a  great 
extent is solved since the majority of units depend on the availabilit y of raw materials 
procured  locally.  It  is  a  fact  that  the  uninterrupted  supply  of  raw  m aterials  is  a 
prerequisite  for  the  smooth  functioning  of  enterprises  and  many  units  ar e  closed  or 
partially  closed  due  to  the  non  availability  of  raw  materials.  Mor eover  the  local 
availability of raw materials brings the transportation cost to  its minimum and the cost 
of production ultimately.

An  important  objective  of  this  special  survey  was  to  unearth  the  proble
ms 
confronted  by  the  entrepreneurs  in  the  functioning  of  enterprises  in  the  s tate.  We 
know  that  an  entrepreneur  has  to  surmount  so  many  hurdles  in  the  state  to  run  his 
units  from  the  very  inception  of  acquiring  license.  In  reply  to  our  quest ionnaire  we 
received  a  reply  that  only  35.93%  of  the  existing  units  are  not  facing   any  problem  in 
operating  their  enterprises  where  as  the  majority  are  confronting   some  problems  in 
running  their  enterprises.  The  detail  of  problems  confronted  is  given  in  the  table 
included in this report.    
The Department of Economics and Statistics made an earnest atte mpt to throw 
light on various characteristic features of the enterprise sect or in the state through this 
additional  survey.  Since  this  attempt  is  just  a  beginning,  we  are  a ware  of  all 
limitations in the outcome. The analysis of result, of course will  help us to design and 
conduct survey, plugging all loopholes we noticed in future.
